During the 2009 H1N1, the Santa Clary County Public Health Department’s server went down, and they activated their “Dark Site.” This toolkit can help healthcare facilities and related organizations create and maintain a public health emergency dark site (“a static Web page used to post critical public health emergency messages when a server goes down”).
