This Public Health Emergency Law Case Study can be used as a foundation for exercises. It encourages participants to consider and discuss inter-jurisdictional mutual aid and legal coordination pre-event; the legal role of public health agencies in a declared state of emergency; legal authorities of public health and other stakeholders in declared and undeclared emergencies; legal roles in mass evacuation; and duties and roles when caring for a displaced population.
