Stress is an expected hazard of disaster behavioral health response activities based on the fact that a disaster is a traumatic event and staff are exposed to the survivors’ experiences in an in-depth and intimate way. While the program administrators are responsible for the organizational stress management structure, each disaster response staff member is responsible for the implementation of his or her own individual stress management planning.
