The primary goal of this plan, collaboratively developed by several entities in Northern Virginia, is "to protect life, safety, and property by reducing the potential for future damages and economic losses that result from natural hazards." Chapters cover the planning process, regional information, results from the Regional Hazard Identification and Risk Assessment, hazard-specific information, mitigation strategies, results from a capability assessment, mitigation strategies, and executive summaries by jurisdiction.
