This webpage provides information on the Emergency Management Assistance Compact (EMAC), a congressionally mandated interstate mutual aid agreement that has been adopted by all 50 states, the District of Columbia, Puerto Rico, Virgin Islands, Guam, and the Commonwealth of the Northern Mariana Islands. Under EMAC, state assets (supplies, equipment, and/or volunteers) may be deployed to a requesting state. Reimbursement, liability, compensation, and licensure issues are also addressed. The EMAC addresses liability and responsibilities of cost and allows for credentials, licenses, and certifications to be honored across state lines. For personnel requests, the requesting state covers the tort liability and the responding state covers the workers’ compensation liability.
