In the event of a shortage of medical products, this framework is designed to support healthcare institutions and providers to make fair and consistent decisions about the allocation of scarce medical resources, ensure that critical resources are conserved and distributed efficiently and ethically, and promote transparent decision-making and trust. Ideally, this framework is applied to a shortage at the national (or even international) level for consistency. However, the framework may need to be used or adapted to meet regional, state, and even local conditions.
