The National Guard experienced their largest deployments over the past several years in response to the COVID-19 pandemic and incidents of civil unrest. Troops bolstered both the medical and criminal justice responses in various communities across the country. This ASPR TRACIE document provides a brief overview and history of the National Guard, related training, and recent deployments, with a focus on how troops were used to support both pandemic and civil unrest responses. Two case studies illustrate how collaboration and communication contributed to a successful response, identified challenges, and provided suggestions for future work.

The authors describe a cohort study of more than 40,000 Medicare hospital admissions between September 1, 2020, and June 30, 2022, to determine whether increased hospital strain due to the COVID-19 pandemic was associated with the rate of adverse effects in hospitals. They found a statistically significant increase in adverse effects in both patients with and without COVID-19 during periods of high hospital COVID-19 burden.

This study aimed to assess potential Campaign impact by examining the relationship between recalled Campaign exposure and COVID-19 vaccine confidence among American adults. During the study period (January 21–November 3, 2021), the Campaign additionally aimed to influence the “Movable Middle” segment of the population—vaccine-hesitant individuals who had not yet decided whether to get a COVID-19 vaccine. We additionally focused our reporting of results on those pertaining to the Movable Middle.

The authors assessed the effects of hospital surge on COVID-19 mortality through a retrospective cohort study of administrative hospital data. They found an association between surge and mortality risk and suggested that nearly one in four COVID-19 deaths studied could be attributed to hospital surge illustrating that many hospitals were in crisis conditions that may have not been well-recognized.
